Avatax is not auto-populating when new lead record is saved.
Answer:
For the purpose of testing, use Standard Customer form on Lead record.
1. Navigate to Set up> Sales> Sales Preferences> On the Preferred Lead form select standard customer form> Save.
2. Navigate to Lists> Relationships> Leads> New.
3. Under Financial tab, tax item should be empty.
To enable this:
1. Navigate to Avalara> Setup> Configure Avalara> General tab
2. In the Default Taxcode To dropdown list, select New and Existing Customer(s)
3. Click on save.
