Remove "Warning: cant open config file:/usr/local/ss/openssl.cnf" message when running OpenSSL to generate a .CSR file

When generating a .csr file for a secure domain, user might encounter the error  Warning: cant open config file:/usr/local/ss/openssl.cnf message when running OpenSSL after installation.

As long as this message is present when running OpenSSL, user will not be able to generate a .CSR file.

The solution is to open the command prompt as Administrator or restart the computer. This should clear the error and proceed using open ssl without any errors.
