UPS does not ship to APO (Army Post Office or Air Force Post Office) Addresses. FedEx and USPS do. They could add both carriers to be available on the web store but should have to be limited for shipments to US Armed Forces.

Problem
● Customer only want to use UPS Shipping Items on their Web Store. UPS does not ship to APO (Army Post Office or Air Force Post Office) Addresses. FedEx and USPS do. They could add both carriers to be available on the web store but should have to be limited for shipments to US Armed Forces.
● It has been estimated that 1% of Web Orders will come from above Military Addresses, upon go live, they would have to enter these orders via UI instead.

Business Requirement
● Navigate to Lists > Accounting > Shipping Items > New.
● Under Shipping and Handling Rules tab > Ship Only To drop down list is only for Countries.
● Customer would like the ability to have an additional Ship Only To drop down list for City.

Alternate Solution
● Manually enter orders on the UI.
