Check if there is a Shipping Method selected on the Item Fulfillment. If there is no Shipping Method selected, the shipping cost you will enter on the Shipping Cost field will not be saved and will only return blank or no value at all when the Item Fulfillment is saved.
This is because the GL Impact of the Shipping Cost will be determined by the Shipping Method/Shipping Item selected under the Shipping Method field. The Account that will be used to record or post the Shipping Cost to the General Ledger will be the Account that was set up on the Shipping Item. If there is no Shipping Method selected then NetSuite will not know where to post the Shipping Cost once the order is billed.
