This error usually occur as a result of several different incorrect configuration settings under Accounting > Shipping Items
1. Shoppers checking out from the web store can get the error if the country is not selected in the Web Store Shipping restrictions list. Lists > Accounting > Shipping Items > edit Shipping method > under Shipping & Handling Rules tab > Web Store Shipping Restrictions
2. Navigate to Lists > Accounting > Shipping Items > edit Shipping method > under Shipping & Handling Rules tab > Available if Order Total is Over/Under is selected. Example: If "Under" $160 has been set up and the customers Order total is 160 or more e.g. 400 dollars.
3. Display in Web Site option is not checked
4. The item being ordered belongs to a location which does not have a valid shipping address.
