General Billing Defaults setup under Subscription Billing > Account Setup > Subscription Billing Preferences, are expected not to populate on New Subscription Plan and Subscription Plan Item. These defaults are populated on New Billing Plan and Charge Plan as follows:
Billing Plan: Billing Mode, Billing Frequency, Terms, Termination Method
Charge Plan: Billing Method
