Return Email Address is blank even if field is Mandatory

User navigates as an Administrator to Setup > Company > Company Information > the Return Email Address field is Mandatory but is currently blank.

Editing any data prompts user to Please enter value(s) for: Return Email Address message.

Return Email Address for new accounts is blank on initial setup once it is populated it can not be manually set to blank again. The only scenario where it can be blank is when an account performed a Delete All Data function. This erases all data including the value under the Return Email Address field.
