Items Fulfilled in a location with no committed quantity even when preference Fulfill Based on Commitment is set to Limit to Committed.

** Setup > Accounting > Accounting Preferences > Order Management tab > Fulfillment section >  Fulfill Based on Commitment > Limit to Committed

1. Create a Sales Order with Item A committed to Location A, then ensure that location B has no  available inventory for this item.

2. Navigate to Transactions > Sales > Fulfill Orders

Uncheck Filter box.

Set Bulk Fulfill from Location to Location B

3. Mark the Fulfill box for the Sales Order created in step #1

4. Click Submit.

The sales order with Item A will be successfully fulfilled in Location B resulting to negative inventory. This is expected behavior as per Issue 271164. As soon as the user unchecks the filter box on the Fulfill Orders page, NetSuite no longer filter by committed locations and sales order can be fulfilled from any  location.
