Navigate to Lists> Support > Knowledge Base > New, all users including Administrator cannot create new Knowledge Base. Error: Permission violation: you may not access this record.
To resolve this, in addition to Knowledge Base feature that needs to be enabled, Intranet feature should be enabled in the account.
1. As Administrator navigate to Setup > Company > Enable Features.
2. Under Web Presence tab, enable the Intranet.
3. Click Save.
Note: Along with that feature, it will also enable the Document Publishing and Web Site features.
