Respect Ship Complete is available as option in the Filter By field when user navigates to Transactions > Sales > Fulfill Orders or Transactions > Management > Print Checks and Forms > Picking Tickets.
When Respect Ship Complete is selected in the Filter By field, it will show orders that are:
1) Ship Complete setting on Sales Orders = F and some or all of the line items are committed.
2) Ship Complete setting on Sales Orders = T and all items are committed.
Note: You can find Ship Complete checkbox in the sales order Shipping tab.
