When you go to Setup > Accounting > Accounting Preference > General tab > Revenue Recognition section, the Preference Allow Revenue Commitments In Advance of Fulfillment will be available if you have the following features enabled in your account:
- Revenue Commitment (Setup > Company > Enable Features > Accounting tab)
- Inventory (Setup > Company > Enable Features > Items & Inventory tab)
