This error is returned if any of the sales order line items uses zero (0) Rate. "X" in the error message represents the sales order line number that is causing the error. If the error reads "CustomsValue1 must be a positive numeric value 99999.99 or less", users can perform these steps to fulfill the order:
1. Edit the Sales Order.
2. Set the following for line item 1:
*Rate = 1
*Amount = 0
3. Save.
4. Fulfill the Sales Order.
