Navigate to Admin > Build and Configure Model > Manage Versions > Options section
Check if there is a value for the Lock leading months through field.
When the lock leading months through feature is set to a particular month, the system will prevent all changes to data in the version in the selected month and any previous month including any changes to Shared Formulas for the version.
Remove the selected month to be able to add formulas again.
