1) PayPal settings should be verified by navigating to Setup > Accounting > PayPal Accounts.
2) If the PayPal settings are correct, then remove PayPal from the PayPal Account drop down under Setup > Site Builder > Set Up Web Site and save. Go back and re-select PayPal account.
