When an administrator logs in, lead records can be created manually in the UI through Lists > Relationships > Leads > New. But when this user goes to the CSV Import Assistant (Setup > Import/Export > Import CSV Records), the option to import Leads Only is unavailable.
This option becomes available only in the Import Assistant if Sales Force Automation feature is enabled. To enable this feature:
1. Log in as Administrator.
2. Navigate to Setup > Company > Enable Features.
3. Under CRM tab > Basic Features section, mark the Sales Force Automation checkbox.
4. Click Save.
