Map SSO returns an error: This user cannot integrate with a partner

Scenario:
A customer wishes to map a set of users with non-Administrator role into their NetSuite account through the use of SSO (Single Sign On).
Reason:
No user with an Administrator role is mapped into the account.
Solution:
Ensure that an Administrator role user is initially mapped. Once this is complete, non-Administrators can be mapped into NetSuite and no error messages shall be received.
