The Web Site Hosting Files folder in the File Cabinet is only available for users with Website (External) publisher permission.
To add this permission to a role:
1. Log in using Administrator role.
2. Navigate to Setup > Users/Roles > Manage Roles.
3. Edit the role in question.
4. Under Permission tab > Lists subtab, add Website (External) publisher.
5. Set the desired level of access.
6. Click Save.
