System Information > System Notes shows no record when a specific user view a record

User tried to view a record (i.e. Customer) but the System Information tab does not show any System Notes.  Other users can see information from System Notes in the same record.

Steps to reproduce:
1. View any record - i.e. Customer.
2. Navigate to System Information.
3. Under System Notes, no Records to Show. 

To resolve the problem, the user who encountered the problem needs to check if there is any selected Fields under System Notes.


1. View any record - i.e. Customer.
2. Navigate to System Information.
3. Under System Notes > Field = remove the selected field.

Actual Results:  User should be able to see the records under System Notes.
