User Who has Full Permission for Workflow Cannot See Existing Workflows

Administrator creates a custom role for a user with Full Workflow permission (Permissions tab > Setup subtab). However, when the user navigates to Customization > Workflow > Workflows,  some existing workflows are missing.

To resolve this, ensure that the role has permission to the record type(s) where the missing workflows are applied to. For example, if the Workflow is created for Opportunity records, make sure that the role has Full Level permission for Opportunity (Permissions tab > Transactions subtab).
