Sales Orders Not showing on the Report even if they have complete Billing or Shipping Address in the transaction and a status of Pending Fulfillment

Reports > Inventory/Items > Items Pending Fulfillment > Add Filter = Any Shipping or Billing Address:

The filter is sourcing from the customer record rather than the transaction record.  This is the reason why there are Sales Orders being filtered out in this report despite the fact they have complete Billing or Shipping Address in the transaction record.

Steps to reproduce:

1. Create a sales order for a customer without a Billing or Shipping Address in its record.
2. Go back to the report.
3. Notice this Sales Order does not show up in the report.
4. Edit the customer record with complete Billing or Shipping Address and create another Sales Order.
5. Go back to the report.
6. Notice the last Sales Order created is displayed while the first one is still not in the list.

Note: Sales Orders created prior to updating the customer record with complete Billing or Shipping Address will not show in the report with this filter either
