When users are not seeing the -New- or "+" icon option on Ship to Select under the Shipping tab of the Sales Order, they might not have an "Edit" level permission for Customer records.
To have an "Edit" level permission for Customer records:
- Using an Administrator role, navigate to Setup > Users/Roles > Manage Roles.
- Click Edit beside the user role.
- On the Permission tab > Lists sub tab > Customers > set the Level column = Edit.
- Save.
