It is possible to register an international address for UPS but not for FedEx. Consider that both UPS and FedEx are US-based carriers.
UPS is supported internationally while others are not.
FedEx is supported only in US and Canada due to the FedEx certification process which requires certification in every country that this service is being used. This certification can take up to 1-2 months per country. On the other hand, USPS is only supported in the US.
