A Kit/Package type of an item does not carry an inventory on its own. It mainly depends on the availability of the member items.
When trying to fulfill a sales order that has a Kit or Package on it where one of the members does not contain enough quantity to commit to the order, a pop-up message will appear stating "There are no committed items on this transaction it cannot be fulfilled".
To resolve this, check each member item if there is enough quantity available on the same location of the sales order.
Note: The pop-up warning is mainly driven when the preference for Fulfill Based on Commitment is set to Limit to Committed. This can be confirmed by navigating into Setup > Accounting > Accounting Preferences > Order Management tab > Fulfill Based on Commitment field.
