Below are the steps in creating a Sandbox PayPal Personal (buyer) Account:
1. Navigate to https://www.paypal.com/us/webapps/mpp/account-selection
2. Login using PayPal business account
3. Navigate to Applications subtab
4. Click Sandbox Accounts and select Create Account
5. Select Account type as Personal (buyer Account)
6. Provide a dummy email address
7. Take note of the password
8. Enter PayPal balance
9. Press the Create Account button
Note: Since the account is created in PayPal Sandbox environment, it will only work in a NetSuite Sandbox Environment.
