Ability to Expand Field Text Boxes in Internet Explorer

Users will be unable to expand text boxes when using Internet Explorer (IE) browser if the ENABLE RICH TEXT EDITING preference is disabled in Home > Set Preferences > Appearance. When enabled, this preference will allow users to expand the text boxes in IE. 

If users do not wish to enable this preference, then they can use Google Chrome, Firefox or Safari since these enable users to expand the text boxes.
